Who regulates Towing companies in BC?

I was illegially towed in Squamish BC in front of my townhouse door while I was changing a diaper upstairs. My hazards were on - as our strata regulates we do during loading / unloading. The tow driver "hooked" me and promptly drove off - but I caught him only 50-100 feet from my door. He had not strapped / secured my truck, and refused to let me down, even with my hazards on he just claimed I was there "to long" - but had not come through our complex at all that morning and had NO idea how long I had been parked. What are my rights? who can I talk to ? where are their towing laws and regulations posted?
