What can I do to get rid of the drunkards on the bench infront of my house?

everyday in summer, 3-8 drunkards and scum gather up on 2 benches right next to my apartment window. they are noisy,leave their trash there and make it impossible to pass when I have to go to work. all other people in the apartment block already complained about it to the public order office but the scum doesn't get removed. now i was wondering what else I could to so they will piss off. first i was thinking of my cats poop but they would just brush that off the bench or out a blank of wood on. does somebody have any suggestions what i could do? thank you in advance!
